Do you think there is a conflict of intrest when a PEC member also chairs a local cluster group, both positions within the same PCT area.

My thought are this is dodgy ground, how can the main member of a cluster group who is acting as the main driver of change in a local area then submit commissioning plans to a PEC, where this person sits and no doubt must be having some influence over other PEC members and what is and not approved.

Are there other examples of this situation occouring nationally that anyone can report?
