What procedure should you follow if the controlled drug is to be collected by a
‘messenger’ ?

Outline the condition which must be fulfilled for a legal supply of a Schedule 2 or 3 controlled drug to a medical practitioner in advance of the receipt of a requisition.


ANSWER
- A requisition in writing must be obtained before CDs are supplied.
- Written requisition must be:
o Signed by recipient
o State name and address of recipient
o State profession or occupation of recipient
o State the purpose for which the drug is required
o Specify the total quantity of the drug to be supplied
o Retained for 2 years

 A messenger sent, by a purchaser (recipient), to collect CDs in response to a written requisition on the recipient’s behalf may only be supplied if he produces a statement in writing given by the recipient to the effect that the messenger is empowered to receive the CDs on his behalf. The supplier (i.e. pharmacist) must be satisfied that the document is genuine, and must retain it for 2 years.
The written statement requirement does not apply to a carrier employed by the supplier.

- A practitioner urgently requiring a CD and unable to supply a written requisition before delivery may be supplied on him giving an understanding to furnish a requisition within the next 24 hours.
- Failure to furnish the requisition within 24 hours is an offence on the part of the practitioner.
