She is 15 years old and doesnt want her mother to know she had unprotected sex (or thinks she had?) the previous day, her boyfriend didnt have any condoms. she is quite shy and nervous and her boyfriendhas come with her.

All PGD's are different, at the moment, although there are moves afoot to try and get all PCTs to agree a common PGD for the commonly used ones.

All my opinion, am open to correction. Here goes.
The license on Levonelle means that it cannot be sold to anyone under 16. Its quite common, however, for a PGD to be in place to allow supply to children as young as 12, which basically means that anyone who is allowed by the PGD (and agrees to be signed up to it) can fill out the paperwork and make a professional decision to supply to your 15 year old. Before doing so, one of the things that need to be checked is that she is competant, mature enough, to take the decision. So the person supplying under the PGD would need to check this out, and there are protocols which allow this.

Most PGDs allow a supply of condoms as well, and most are paid for by the PCT. The Levonelle used is the POM version, which is a lot cheaper, because legally I think you are supplying it under the delegated authority of a doctor. Not sure about that bit.
    ....just my opinion
