you would not loose anything if you apply for the other uni, plus ask your tutor he/she might be able to provide a recommendation letter...etc

You say you have slightly missed the average they’re looking for. Which Uni is this for?
I think it would be a good idea to give the University a quick call, to see what they think. That way, you will stop be so anxious about it. If they sound encouraging – send your results, with a letter from your tutor.
If they don’t sound encouraging – I guess you could still send in your results and the letter. Then just let them make a decision in their own time.
Tips for the letter if you do decide to write one.
State that you're very keen
State any mitigating circumstances that may have accounted for your less-than-perfect exam marks (stress, anxiety...etc...)
State what you're prepared to do to do better in the future (extra work etc.)
State that you're very interested in pharmacy (show that you've had pharmacy jobs etc.)
If the Uni is faced with someone who just sends in their marks vs someone who sends in their marks and shows passionately how they can improve then they will chose the latter. Politeness, (and begging), work.
