Default 6 years to finish mPharm?

Can someone just explain this, I have just been told you have 6 years at any uni to finish the course. So you can only have 2 resit years right?. What is the point of this?

A sub plot in one of the Carry on or Dr films was a student who received money from his aunt as long as he was at uni. He therefore was careful to just fail enough to be kept down but could stay a perpetual student enjoying student life. (this was late 40s, nowadays he would be slung out).

The reason why only a few tries are allowed has never been given, or has it?
