I think hoping is pointless, apathetic faux optimism, based on little/no self-action, imo. Best thing to do is take action. There are manager and locum jobs away from Scotland (which is dead in the water, and can be assumed won't change). So relocate, stash the funds away, until pharmacy IS dead in the water. Then start in property development (like jonep) or retrain (medicine seems to take you eagerly, though I wouldn't touch it with a barge pole).

Does that mean that working in community pharmacy in Scotland is much more desirable than doing in in England, Wales or N. Ireland? Consequently once people are in post they stay there.

I wouldn't be surprised. The Scottish contract is more professionally satisfying.
