The only answer on the that thread is:
A more likley reason is that the two products are licensed differently. As you point out Movicol half can be sold over the counter but presumably is not suitable for children below a certain age.I guess Norgine thought that children wouldn't like the lemon & lime flavour.

The name of this medicine is MOVICOL-Half 6.9g sachet, powder for oral solution. It is a
laxative for the treatment of constipation in adults, adolescents and the elderly. It is not
recommended for children below 12 years of age.
The name of this medicine is MOVICOL Paediatric Plain 6.9g sachet, powder for oral solution. It is a laxative
for the treatment of chronic constipation in children aged 2 to 11 years and for the treatment of very bad
constipation (called faecal impaction) in children aged 5 to 11 years.
The manufactureres may do this to extend a patent or to increase the price (peadiatric is 10% dearer than Half)
Note that Movicol half contains E950, an artificial sweetener, which isn't present in the paediatric preparation. Only other difference I can see.
