Just did a mock paper and it said FALSE in answer to statement, Levonorgestrel is licensed to be used only once per menstrual cycle.

People often do do things that aren't advisable, like having unprotected sex.

Given the choice of 'possible disturbance of the cycle' or 'possible unwanted pregnancy' I can guess what most women would opt for.
