Issues regarding work permit for pre-reg placement

I heard one or two years ago, that international undergrads could easily do their pre-registration training since they were entitled to go through International Graduates Scheme (IGS). But it was a hurdle for OSPAP students to get a pre-reg training because Home Office was not giving them work permit through IGS route. One of the reasons might be pharmacy, especially community pharmacy, is no longer in a shortage occupation list. What is the current work permit situation now? Is there any other issues regarding pre-registration and work permit?
