Can the pharmacy where you do you pre reg charge money back for it?

I started doing my pre reg in a local community pharmacy and I got a delayed contract for it. In the contract say that I have to stay with they for two year after be a qualified pharmacist and If I leave the pharmacy before that I have to pay them 7500K for the training. I already know that they are claiming for the PCT grant so I think that this situation is unfair.
Also I started hearing that they want to offer me a position as a relief pharmacist by paying 32k the first year.
I contacted with the Royal, they said that I do not have to sing the contract also I contacted with Employment in law and they said that this is a normal situation here in UK so they checked my contract and they said that it is legal. So I am a bite confused about that.
I will finish my training in August and the coming week I will get a meeting with the staff of the pharmacy so I would like to know if really they can charge me money back in case that I decide to leave the pharmacy and weather they delete this part from the contract. How much can I negotiate for a relief pharmacy position?
