I was under the impression that the money paid by the PPA/ NHSBSA on behalf of the PCT, LHB or equivalent was intended to go towards covering the costs incurred by training the pre-reg. Many pre-reg positions pay above the 18k provided. Some pay less. If someone wants to offer a pre-reg position to someone on a voluntary basis then that is up to them. Equally, the confirmation form sent to the ppa does not have to be sent and payment need not necessarily be claimed if someone is being a good samaritan. However i doubt few would not take the 18k. That is simply a fact of life and business.
As an aside, It would take someone truly stupid to think that it was all paid for by the rpsgb. But then I do detect a whiff of trolling in the air.
