A nice circular way to think about it but a a spade will still be a spade.
Pharmacy gets paid to dispense medication. The dispensing process isn't just the assembly of the medication on the Rx it doesn't finish until the medication is given to the patient.
e.g. In a supermarket customer A puts lodsa stuff in his trolleys, he come to the counter, the sales assistant scans the items and the bagger bags 'em (i.e. a typical ssupermarket checkout). while this is going on A realises he doesn't need items XYZ after all so could they take them out. does the supermarket 1. say that they've put a alot of effort supplying a trolley, keeping stock, scanning and bagging the items so they will have to get charged. 2. not charge the patient and put the items back in stock.
N.B. 2 above in the pharmacy context is putting the stuff back in stock and not sending the prescription off for payment.
