From what you have said it appears that:

    1) You have been resident in the UK for two years.
    2) You are currently about to take up a place in a course (assume pharmacy) at a university which you have no intention of completing once you have started, therefore effectively blocking another potential student from the benefit of entry to that course.
    3) Once you have been UK resident for three years, your fees will apparently decrease, so you intend to apply for a place at 'any other' UK university because it will save you money.
    4) You expect UK banks to finance you in your endeavour.
    5) You are asking us to help you.

    Please tell me I'm wrong.

If this was so then I'm sure Raoul would have known about it. What you are saying, that after three years you can gain UK citizenship and have all the rights etc of a UK citizen?

Actually the 3 year rule states you must be resident, not for the purposes of education so the year in university won't count. In all probability, you will still be an international student.

Why not get a job for a year or two and save a bit because if you finish with a big loan from a bank your life will be miserable for many years. It's not easy to pay back even £250 a month on a pre-reg or basic grade pharmacists salary and maintain a social life and the occasional trip home.

he is either on a spouse visa, from which you only need 3 years to get permanent visa and pay home student fees, or he took his permanent status/British passport from his dad ( or if he was born outside UK with a and then neutralised to become a british citizen as one of his parents has a british passport), or he always had it and now a requirement to be living in the uk for 3 years before you are treated like a holder of permanent visa.

anyway the answer is NO, once you start international fees, you have to continue paying that. i suggest you take a 1.5 years off till you sort it out, maybe you can do some work experience and see if you really want to be a pharmacist.
100% sure from my answer, a friend i know had to wait for one year for the same purpose, but he was on a dependent visa ( dad working here) so went to college and after a period of 5 years living in this country, he became entitled to home student fees.

i have been here for 4 years, and need another 6 years on a WORK visa till i qualify for permanent visa. or just get on a spouse visa for 3 years and become a UK citizen.......
    good luck anyway

there are 10s of ways to get a permenant status. mine, is the longest..... as they do not count the years spent on a student visa, or on PSW visa ( the one i got now for 2 years). so after two years, if i really want to stay here, i should start the count for another 5-6 years on a work visa.

or just get a spouse visa, and will be sorted in 3 years maximum. problem is government changed rules couple of months ago, my partner is still less than 21, so both ways will have to wait for her to grow up. the main reason was to protect from force marriages, but i see whatever i do, i am a victim of any changes, so ain't bothered at all. simply i would be better off to start the count to 5 years from next year, if i change my visa to work permit, than to wait for my partner to turn 21, get a spouse visa for 3 years.

anyway, another horrible day! 800 items! people think we are closing for a week, just because monday is a bank holiday! stress level is unbelievable especially in an already understaffed pharmacy......
