he is either on a spouse visa, from which you only need 3 years to get permanent visa and pay home student fees, or he took his permanent status/British passport from his dad ( or if he was born outside UK with a and then neutralised to become a british citizen as one of his parents has a british passport), or he always had it and now a requirement to be living in the uk for 3 years before you are treated like a holder of permanent visa.
anyway the answer is NO, once you start international fees, you have to continue paying that. i suggest you take a 1.5 years off till you sort it out, maybe you can do some work experience and see if you really want to be a pharmacist.
100% sure from my answer, a friend i know had to wait for one year for the same purpose, but he was on a dependent visa ( dad working here) so went to college and after a period of 5 years living in this country, he became entitled to home student fees.
i have been here for 4 years, and need another 6 years on a WORK visa till i qualify for permanent visa. or just get on a spouse visa for 3 years and become a UK citizen.......
