Normally 'a Free Sale certificate' means that that the product is permitted to be sold in the country of origin. This is to prevent the export of products that have been banned.
Where a country has little regulation of its own then this was an attempt to prevent undesirable products. If you wish to sell to the UK, then products will have to comply with UK regulations. Should be obtainable from Dept Trade and Industry.
