Re flag. When US realised needed immigrants, it established a policy that immigrants should:
1) Be taught in English and all documents in English. Ie any other language or interpreter required to be at expense of immigrant.
2) Schools required to have some sort of ceremony at beginning of day and that pupils should salute/honour the US flag.
It is very common in US to see the union flag on display outside houses, my nephew flies it.
The idea was that a nation of disparate immigrants should regard USA as their home country. US had very few problems with immigrants whose allegiance was to a foreign power. Not multiculturalism in USA, but communities free to live as they wished, ie Amish.

I quite understand why so many overseas youngsters want to come to England. Many just wish to leave home, others to take opportunity to see the country which formed so much of their history. (I have a desire to see Rome and Roman remains....they did occupy the UK for 400 years). Some feel that they will have a better life and escape relative poverty and perhaps prejudice in their home country.
However, the EU has altered things in that those with no historical connection with UK can now enter freely. They come because they hear that jobs much better paid in UK, even read of a Romanian who came to UK hoping to work in a car wash.
Coming for a couple of years is one thing, founding a family is another, placing huge strains on maternity and hospital resources and education.
