Out of pocket expenses- Does it get charged back to the GP or jus the PCT

Does any one know if when you order a special or anything else to fullfill a script, the actual drug cost is always eventually apportioned back to the GP budget. But can anyone shed any light on whether the out of pocket expenses which we claim back via the FP36 form are actually apportioned back to the prescribing GP or do they just get charged back to the PCT?

    Thanks
