Clinical Governance Lead?

Hi im in the middle of doing my nvq 3 and was wondering if anyone could tell me roles of a clinical governace lead in community pharmacy?

In the pharmacy - it's someone for the PCT to address the letters to and invite to meetings.
The meetings are usually cancelled because pharmacies can't afford to give the leads the time off to attend during the day and wont pay for them to attend an out of hours meeting.
The person responsible for putting into action the PCT displays and audits.

In cynic mode clinical governance is an attempt to apply corporate governance (a system supposed to protect financial companies and markets) to health.

Perhaps a flawed model.
