Question sedation by 2nd genration antihistamines

the second generation antihistamines like citrizine dihydrochloride are said to be "non-sedating",but practically they are not so(they actually cause sedation, doesn't they?).so does it mean that the phrase is incorrect or something,or the sedation is just psychological?

Generally non-sedating but can be sedating at higher doses than recommended.

They are non-sedating in MOST people, but some do experience sedation, just like there are SOME people who can take 1st generation antihistamines and have no problems with sedation.
People differ, probably by some quirk of metabolism that we haven't pinpointed yet.
