Codeine needs to be metabolised into morphine first so probably doesn't do much other than irritate the bronchial tree.

Thanks for all of your responses guys. I just want to make clear that I don't intend on burning codeine powder, or any other opioid. It was just a question about the different ways that opioids can be abused.
