Drug release mechanism in simple words

Oil soluble drug + fatty base ------------>slow release
Water soluble drug + fatty base --------> rapid release
Oil soluble drug + water miscible base ---->moderate release
Water miscible drug + water miscible base --->rapid release

I kind of understand oil soluble durg in fatty base but i do not understand the rest
especailly water miscile durg (water soluble durg) in water miscle release??? :S
please help
got Drug Delivery System exam on Tuesday

Example of the last would be a gel formulation. not sure if Ibuprofen etc oil or water soluble.
