The place were I work charges £2.00 (which is non-refundable) and records them as emergency supplies. The quantity is then deducted from the next prescription. The charge, as explained up-front to the patient is an administrative charge. If the customer is on PMR and is not a regular, then only full emergency supply is offered.
The proprietor had to do this because for the first months after GP saturday closing all they did 'loan' after 'loan'.
