I’ve never heard the term “primary prescriber” before (so don't just take my word for it) but I think that it relates to supplementary prescribing where the “primary prescriber” (i.e. the one who makes the initial diagnosis and prescribes the initial drug(s)) is a doctor and the “secondary prescriber” (the one who carries on with the prescribing in accordance to a clinical management plan) is a supplementary prescriber (nurse,pharmacist etc).
