In situations of famine, food as aid should be sent by well-off countries, in the same style as aid was sent to the tsunami victims. Long term, if the West dealt with poorer countries in fair-trade, then the Africans should be able to import grains in exchange for the crops they export.
When the greedy West, the largest consumers of meat, become less greedy, they might also become a bit more generous and begin to solve the crippling debt problem of poorer countries.
