I would dispense 48 as they come in packs of 16 and in a special container you cannot split special containers and have to round the quantity down to the nearest pack size.
For example 3x16=48 but 4x16=64,

You can round up a special container if the quantity is more than half.
Watch out for products where the special container is a sub-pack eg Ikorel.
The rule is different in Scotland.
